Genesee Fire Protection District Board of Directorsโ€™ Meeting

December 10, 2025

Call to Order

The meeting was called to order at 18:00 by President Neil Frame.

Approval of the November 19, 2025 Board Meeting Minutes

  • Motion made, seconded and unanimously approved

Public Comment & Announcements

  • No public comment
  • Update on the EAR
    • Will Quinby reported an update of the progress of the Emergency Access Route
      • The Pioneer Road is nearing completion, but construction is temporarily paused on the most technical section of the project, with 600 feet remaining to complete.The stoppage is due to mitigation of large boulders near key culverts to ensure worker safety.
      • The north-stream crossing culvert is near completion.
      • Progress on culvert construction at the south-stream crossing continues.
      • The EAR Project has been accident-free thus far.
      • Staff designed an alignment revision to the existing project design to make the route safer for first responders and for public access.
      • Design plans were finalized for the expansion of Genesee Station One, using excess material from the EAR Project.
      • Rock excavation for the EAR Project is currently below anticipated results at 7%, while the budgeted estimate was planned at 40%.
      • The tot-lot expansion is projected to be smaller than anticipated, using 3,000 to 4,000 cubic yards of extra material from the EAR Project.
      • The Big Chipper project for the EAR was completed in five days, removing large tree trunks and roots from the construction site.
      • The Excel pole replacement project is still in the negotiation stages.

Financial Reports

Review of November financials

The October 2025 financial report was presented by Christina Jantzef.

  • The total operating budget spent thus far is at 92% for the year.ย 
  • Revenue is at 98% of the annual budget.ย 
  • An amended budget for fiscal year 2025 was presented to the ย Genesee Fire Protection District Board of Directors.

A motion was made to adopt Amended Budget Resolution No.2025-06 as presented, seconded, and approved unanimously.

A motion was made, seconded and approved unanimously to accept the year-to-date financials as presented.ย 

Review of Notable Payables – Nothing to report

Reports of Officers, Committees, Professional Consultants

Administrators/Training Coordinator – Lt. Kris Kleiner

  • Three recruits completed the Evergreen Fire Rescue Fire One Academy. One recruit has entered Probationary Firefighter status.ย 
  • Five additional recruits will begin their hazmat training in the new year.ย 
  • Lt. Kleiner completed his Hazmat Technician certification, bringing the department total of Hazmat Technicianโ€“level firefighters to three, with one at the Specialist level.
  • The Department was awarded up to $14,000 from the Learyโ€™s Firefighters Foundation to purchase a new extractor for cleaning fire gear. The award does not increase the 2026 budget and is entirely separate from any other financial funding.

Deputy Chief Reports – No specific report

Apparatus Coordinator –  Chief Josh Boyles

  • New LED headlights lights were installed on Engine 931.
  • Ladder 971 is having new brakes and tires installed before the new year as routine maintenance.

Facilities -Chief Josh Boyles

  • The Department is very pleased with the installation of a new front door at Station One, and additional security locks have been installed on all exterior doors. The total cost of the installation and equipment was kept to a minimum thanks to the skills and knowledge of GFR members who assisted with the design and installation.

Old Business

2026 Budget – Chief Josh Boyles

  • On November 19, a hearing was held to present the 2026 budget to the Genesee Fire Protection District community. Chief Josh Boyles presented the final version of the 2026 budget to the Board of Directors for approval. The newly proposed budget includes the construction and completion of the Emergency Access Route (EAR). The total principal bond funding to construct the EAR was $7,840,000.
    • Estimates to complete the EAR โ€” including the cost of bonds, engineering, design, and construction โ€” are projected to total $6,400,000.ย 
    • All estimates of additional spending for the next fiscal year depend on any surplus from the EAR project and on collaboration with Xcel to replace a power pole using access provided by the EAR.
  • A motion to adopt the 2026 budget as presented was made , seconded and approved unanimously.

New Business

2026 Budget– Neil Frame

  • A “Combined Resolution” was presented to the Genesee Fire Protection District Board of Directors to adopt the 2026 fiscal-year budget and set the mill levies.
  • A motion was made to adopt the โ€œCombined Resolutionโ€ No.2025-07 as presented, seconded, and approved unanimously.

Appointing a budget officer – Neil Frame

  • The Board of Directors must assign a Department Budget officer to design and maintain the fiscal budget for the Fire Protection District.
  • President Neil Frame proposed a motion to appoint Chief Josh Boyles the Department Budget Officer which was seconded and approved unanimously.
