Approval of the June 17, 2026 Board Meeting Minutes

A motion to accept the June 17, 2026 Board of Director Meeting Minutes  as presented was made, seconded, and approved unanimously.

Public Comment & Announcements

• Director Keith Dierking publicly praised the media coverage of the recent GFR wildland deployments. He was pleased with the articles and posts and received many compliments from the public about Lieutenant Dave Olson’s reporting on the crew deployments to the Aspen Acres Fire . The coverage highlighted the work members contributed to mitigate the wildland fire that threatened the Southern Colorado community.
• Update on the EAR – Will Quimby
  • All physical construction of the EAR is complete.
  • A drone survey of the project is being completed.
  • Final payments and permit closeouts will be completed within the next months, concluding the project’s remaining paperwork and the final payment of retainage for the vegetation rehabilitation requirements.

Financial Reports

Review of June financials

• The June 2026 financial report was presented by Christina Jantzef.
  • The District is at the half way point of the budget cycle.
  • Revenue collection is on target for the year with fifty-eight percent of the revenue collected for the year..
• A motion to accept the year-to-date financials as presented was made, seconded, and approved unanimously..

Reports of Officers, Committees, Professional Consultants

Administrators/Training Coordinator – Lt. Max Herte

• The Mountain Fire Academy is concluding the final phase of its program with live-fire burn evolutions and Job Performance Requirement (JPR) evaluations. Following successful completion of testing, four recruits will be promoted through the ranks.
• Within the last eighteen months, the Genesee Fire Protection District has added nine new members, bringing total active firefighter participation to 29 personnel serving the community.

Deputy Chief Peter Greenstone

•  Deputy Chief Peter Greenstone reported that the District’s emergency data-tracking system is being updated and streamlined to improve responses to record requests and to better inform decision-making for community service. The upgraded reporting platform will produce clearer, more accurate call reports and generate more detailed analytics on emergency trends to support planning and resource allocation.

Apparatus Coordinator – Peter Greenstone

• All apparatus in service.

Recruiting Coordinator Lt. Kris Kleiner

• Work is continuing with Responder MAX to finalize a web-based recruitment program for upcoming campaigns.
• The Department has begun receiving FEMA reimbursement payments released for the financial commitments outlined in the SAFER grant.
• The Department accepted recruit Carson Mc Arnold’s resignation.

Wildland Coordinator – Deputy Chief Peter Greenstone

• Recently, the Genesee Fire Protection District mobilized two separate wildland crews to support response operations for the Aspen Acres Fire. Current statewide conditions in Colorado remain hot and dry, elevating wildfire risk. The district’s wildland team is actively monitoring conditions and will use that intelligence to plan and coordinate any future wildland incident responses that could affect the Genesee community.

Auxiliary – Deputy Chief Peter Greenstone

• The community cookout scheduled for July 24 will be postponed because of current county fire restrictions.

Old Business

• 921 Status
  • The outfitting of the new 921 Utility Truck will be completed within the next few weeks and the vehicle will then be placed into service for the District.

New Business

2025 Audit Report – Neil Frame

• Diego Martinez reported the findings of the 2025 Genesee Fire Protection District audit. He presented the draft report and stated the findings as presented to be fair and complete representation of the financial report for 2025.
• Director and Treasurer, Keith Dierking will review the audit for submission on behalf of the Board.
• A copy of the completed 2025 Audit will be posted before July 31 with Jefferson County.
• A motion was made at the final review of the 2025 audit that the Genesee Board of Directors authorize Treasurer Keith Dierking to sign the Management Representation Letter

2027 CWPP – Chief Josh Boyles

• The Chief is initiating the preliminary phases of a potential Community Wildfire Protection Plan (CWPP). He seeks the Board’s perspective on pursuing this effort and has requested guidance to inform the next steps of the project.
• The Department is not required to create a Community Wildfire Protection Plan (CWPP), but Jefferson County must. The county has struggled to complete and maintain required planning activities. The Department approved previous CWPP projects in 2008 and 2021. A comprehensive CWPP is expensive, so participants discussed cost-sharing options. Some members suggested updating the existing 2021 plan instead of starting over, and questioned whether six years had brought enough new information to justify a complete revision. Brian Mailett of the Genesee Foundation emphasized that past CWPP data has proven valuable for community mitigation planning.

Repaving rear parking lot – Neil Frame

• Director Neil Frame obtained a competitive quotation to replace the asphalt on the upper parking lot at Station One. The scope includes removal of the existing asphalt pavement and subbase as needed, installation of a new structural base, construction of a curb/bumper to redirect and manage stormwater entering the upper lot, and final asphalt paving. Administration supports the project due to the current lot’s advanced age and multiple past resurfacing efforts, which have reduced its service life. Redirecting stormwater from the upper lot will help prevent runoff from flowing down into the station bays and living quarters during severe rain events. A second quote will be solicited to ensure competitive pricing and inform procurement.
• A motion to authorize Chief Boyles to proceed with the asphalt replacement project not to exceed forty thousand dollars was made, seconded, and approved unanimously.

Other Business – Josh Boyles

• Genesee Fire Protection District will conduct a Community Evacuation Drill on July 25 to introduce the Emergency Access Road (EAR) to the public. During the exercise, community members will be able to drive the EAR for the first time to become familiar with the route and associated procedures prior to any future emergency incidents. The drill will generate operational data and traffic pattern observations that the Fire Command Team will use to refine procedures and establish best practices for future emergency responses.
