- Announcement – Chief Boyles
- Chief Josh Boyles and the Genesee Fire Protection District formally recognized Dispatcher Judi Villa upon her retirement after sixteen years of dedicated service as the departmentโs preferred dispatcher. We extend our sincere thanks to Judi for her years of commitment to the Genesee community. Her presence and professionalism will be greatly missed.
- Update on the EAR – Will Quinby
- Will Quinby reported that construction of the EAR is nearing completion. The south end cut-and-fill is almost finished; the remaining major task is placing the road base. Final items remaining include installation of gates, safety features, and cosmetic work on guard rails. The project is now expected to finish earlier than the previously projected completion date of May 15, 2026. Quinby also noted anticipated cost savings from reduced rock excavation compared with original estimates. To date, there have been no safety incidents resulting in lost time or requiring first aid on this project.

- A motion was made, seconded and approved unanimously to accept the year-to-date financials as presented.

Reports of Officers, Committees, Professional Consultants
Administrators/Training Coordinator – Lt. Max Herte
- Two Genesee Fire Rescue recruits completed their Emergency Medical Technician (EMT) training.
- Department personnel collaborated with Douglas County on Search and Rescue (SAR) training that focused on employing unmanned aerial systems (drones) for reconnaissance, victim location, and incident scene assessment.
- Weekly Thursday Night Trainings continue to draw strong participation from department members, supporting skills maintenance and interโcrew coordination.
- Chief Boyles and Captain Herte attended a largeโscale community evacuation exercise, emphasizing incident command, evacuation routing, sheltering logistics, and community communication strategies.
- Three GFPD members are scheduled to attend the FDIC Conference in Indianapolis, April 20โ25, to engage in professional development, network with peer departments, and evaluate emerging equipment and tactics.
- Hazardous materials (HazMat) training for new recruits begins in April at Foothills Fire Rescue, covering identification, containment, decontamination procedures, and appropriate use of personal protective equipment (PPE).
Deputy Chief Peter Greenstone

Apparatus Coordinator – Deputy Chief Peter Greenstone
- All apparatus are in service.
Recruiting Coordinator Lt. Kris Kleiner
- Lt. Kleiner reported that the District received a $2,600 grant from the Foothills Regional Emergency Medical and Trauma Advisory Council (RETAC) to procure community safety equipment. Lt. Kleiner purchased risk-reduction materials for the Genesee community, including smoke and carbon monoxide detectors. These devices will be distributed to residents to enhance household safety for individuals and their families. Distribution will also be promoted to community members via a Genesee Foundation email blast and a posting in the Genesescene.
- Six new recruits will be starting their Hazmat training in April.
Facilities Coordinator – Chief Josh Boyles
- Chief Boyles informed the Board that Lieutenant Olsen has been leading an upgrade to the stationโs computer systems to deliver live call data to onโduty personnel before crews leave the station. The system ingests direct CAD feeds from Jeffcom, giving responders nearโrealโtime incident details that accelerate response decisions and improve situational awareness en route to scenes. Recent enhancements include seamless dispatch transition states and integration of live highway camera video streams, which together shorten response time and provide richer operational information to responders.
Wildland Coordinator – Deputy Chief Peter Greenstone
- The Department is hosting a NWGC S131 Squad Boss Training on Saturday, March 21 2026.

Resolution to Adopt WUI Code – Chief Josh Boyles
- Chief Boyles presented the Jefferson County Wildfire Resiliency Code, which is designed to support unincorporated Jefferson County in establishing a countywide wildfire resiliency code to protect the health, safety, and welfare of all citizens within unincorporated Jefferson County.
- A motion was made to adopt the โJefferson County Wildfire Resiliency Codeโ No.2026-02 as presented, seconded, and approved unanimously.
GFR Addition discussion – Chief Josh Boyles
- Planning is ongoing to implement a design for the Station One addition. The plan is contingent on available funding, which has not yet been determined. Administration staff are researching possible build scenarios and developing cost projections. A critical first step is completing construction plans with a contracted architectural firm to provide detailed drawings and cost estimates to inform budget planning.
