Public Comment & Announcements

• No public comment
• Update on the EAR – Neil Frame
  • President Neil Frame shared an update email from Will Quinby.
    • The Genesee Emergency Access Route is physically complete and is expected to reach administrative completion within the next few days.
    • The project was finished on budget and met the contractual completion date of May 15, 2026.
    • There were no accidents during this challenging construction effort, which involved steep, rocky slopes, blasting operations, and thousands of heavy-equipment hours.
    • Due to snow, the previously scheduled dedication ceremony was postponed. The ceremony will take place on Tuesday, May 26 at 2:00 PM. Commissioner Dahlkemper is scheduled to attend..

Financial Reports

Review of April financials

• The April 2026 financial report was presented by Christina Jantzef.
  • Both expenses and revenue are currently active for the year-to-date budget and on target to meet the budget expectation for the year.
  • Thirty-seven percent of the expected receipts have been collected so far.
• A motion was made, seconded and approved unanimously to accept the year-to-date financials as presented.

Review of Notable Payables

Reports of Officers, Committees, Professional Consultants

Administrators/Training Coordinator – Lt. Max Herte

• Two rookies completed their certifications for Fire Fighter One, Hazmat Operations and Emergency Medical Technician.
• Three GFPD members attended the FDIC Conference in Indianapolis, April 20–25, and engaged in professional development, networking with peer departments, and evaluated emerging equipment and tactics.
• GFR members participated in a Highland Medical Training on May 2.
• Two GFR members attended the Colorado Hazardous Material Response Summit.
• GFR will be hosting the Mountain Agency Wildland Training on May 23 with six local agencies in attendance and an expected fifty fire fighters in attendance.

Deputy Chief Peter Greenstone

•  Deputy Chief Peter Greenstone reported that this has been a slow period of emergency calls and few accidents reported in the community.  Members of the department have been busy training for the summer season of emergency responses.  

Apparatus Coordinator – Chief Boyles

• All apparatus are in service.
• Ladder truck 971 had work done on the engine break by Fire Solutions.  971 also passed its annual ladder testing without needing any required adjustment or equipment repairs.
• The new utility truck will be in service in a month.

Recruiting Coordinator Lt. Kris Kleiner

• Lieutenant Kleiner reported he is collaborating with ResponderMax, a web-based emergency recruiting firm, to launch the District’s recruitment campaign for the upcoming recruitment season. He is working closely with ResponderMax to design targeted outreach and engage potential local community volunteers for the Department’s next cohort of recruits.

Facilities Coordinator – Chief Josh Boyles

• Chief Boyles is coordinating with a local architecture firm to develop the preliminary layout for the station expansion project.

Auxiliary – Deputy Chief Peter Greenstone

• The Auxiliary is coordinating the department’s participation in the Genesee Foundation Fourth of July parade.

New Business

Evacuation Training – Chief Boyles

• Chief Boyles reports the department is in the preliminary stages of planning a community evacuation training. Because of poor weather and the timing of the EAR’s completion, initial planning has been delayed until conditions improve so the EAR can be used first and then incorporated into a community training. After senior staff have completed initial use of the EAR, the department will implement a plan that allows community participants to operate the EAR in practice and prepare for a potential evacuation incident.

Reimbursement of the preliminary engineering and design of the EAR – Neil Frame

• President Neil Frame updated the Board on the verbal agreement between the Genesee Fire Protection District and the Genesee Foundation: the Foundation’s preliminary engineering and design costs for the EAR would be reimbursed if the overall project came in under budget. The project was completed within budget, making the Foundation eligible for reimbursement of the expenses it incurred to initiate the EAR.
• A motion was made to approve reimbursement of the Genesee Foundation’s initial engineering and design costs for the EAR Project, authorizing up to $120,000.00 to be spent as presented; the motion was seconded and approved unanimously.
